My experience of living in a town of 5k was there was no tight knit small town community, there were people in there houses watching tv and driving around. There were no sidewalks

How many group activities did you participate in? Which community institutions were you a member of? I have had the same experience. But my perception of it changed, when I started putting myself out there.

As someone who is from and still lives in a small rural town, I agree with you. It's rare I can go to town and not see at least one person I know! Unfortunately what you say about more people moving to small towns and pricing the locals out of the market is also true.

I do not have a good solution to that. It will happen in more desirable areas, but not be that widespread, because the culture says the opposite of what I am saying to do.

I appreciate your perspective. Rural areas and small towns are often lacking in hope as they turn inward. There are great opportunities to mutually help and be helped by small places if we have eyes to see them.
